Barcelona, Januar 2013

(Link hier: http://helpcataloniager.blogspot.com.es/2013/01/das-recht-auf-selbstbestimmung.html)

Catalan nationalism has been prevalent for a long time, but the current climate is strengthening calls for a showdown with central government in Madrid

The recent upsurge of the secessionist movement in Catalonia is liable to over simplification. At a time when Spain’s economic situation is making the news day in, day out, the easy answer to the calls for Catalan secession is that it’s all about the crisis.

Indeed the crisis pervades the reading of every single political episode in the country these days, and it definitely has something to do with the sudden rise of the pro-independence movement. Yet the full story is much less straightforward – and probably much less compelling, too – than is usually heard from improvised accounts of the matter.

The recurrent argument goes like this:

As the country undergoes a severe economic recession, a growing number of Catalans –whose regional government was among the first to introduce harsh austerity measures in Spain – have become convinced that the negative imbalance between the region’s contribution to tax revenue and the public funds received from the state poses too high a burden on the region’s prospects for economic growth. Should Catalonia, by way of independence, be freed from this fiscal deficit, it would be much better off. Indeed, this rhetoric is openly endorsed by at least a portion of today’s separatists. The argument’s bottom line, thus, is that the crisis has undermined Catalans’ solidarity toward poorer regions, and so secessionism is mainly driven by economic concerns.

Even if there might be some truth to this, and rapid impoverishment has indeed moved some citizens to the independence camp, we feel that the economic crisis is less of a cause than it is a trigger, whose effects are as much felt for economic reasons as for political reasons.

On the one hand, Catalan nationalism has been around for a long time. Nationalist parties –some of which embraced secessionism well before the current climate emerged – have enjoyed substantial support since the advent of Spanish democracy. Indeed, Catalan nationalism’s flagship force, the centre-right Convergència i Unió (CiU) party, has obtained a plurality of seats in all regional elections to date, and currently hold more than twice as many seats as any other party, following the most recent election on November 28th last. Clearly, nationalist discourse has dominated regional politics for decades. As such, the potential for a separatist challenge was already there.

On the other hand, scholarly research has shown that, as well as on any other issue, the public’s preferences concerning the territorial organization of the state are to a great extent shaped by the positions taken by the political parties. Although voters’ general attitudes about this controversial issue appears to be closely related to deeply felt territorial identities acquired early in life, the relative support for specific territorial models is powerfully influenced by contingencies of the political process. For one thing, that support for secession is larger now than at any point in recent history has much to do with CiU’s sudden switch from a position of calculated ambiguity between incremental advances in self-government and empty gestures about self-determination, to (a no less ambiguous) commitment to the creation of Catalonia’s “own state.”

This move has allowed CiU to again be perceived as the party that best defends the interests of the region. The nationalists’ image as the champions of Catalonia’s interests suffered in the early 2000s, when they had to rely on the Spanish conservatives to sustain their minority government in the regional chamber. The marked centralist profile of the conservative government in Madrid seriously damaged CiU’s nationalistic credentials while at the same time fuelling Catalans’ support for enhanced self-government. When new elections brought the Socialists to office both in Madrid and Barcelona, an ambitious statutory reform was launched with the aim of taking Catalan autonomy a big step forward.

However, this project would bring the territorial question to the forefront of the Spanish political agenda, inaugurating a period of fierce political controversy between and within parties and regions. Finally, the attempt to channel the last unresolved problem of the Spanish polity ended with a contested decision of the Constitutional Court that substantially diminished the region’s newly acquired powers and appeared to bring the Spanish territorial model to a dead end, while causing a strong feeling of frustration among the Catalan citizenry and political elites.

The Catalan Socialists failed to get re-elected in 2010, partly because of this unsuccessful attempt to enhance self-government, but above all on account of the dramatic consequences of the economic crisis and the erratic policies of president Zapatero. It would soon become apparent that the major political effect of the crisis was to be the collapse of the Socialist Party – and that of its political projects. If the statutory reform killed many hopes in Catalan society, the economic crisis killed the main advocate of territorial reform within the Spanish constitutional setting. No credible alternative to secession seems to have survived the crisis.

So how does all this speak to the European Union?

What are the future prospects for EU integration if domestic solidarity erodes?

The current independence fever is not as much a question of inter-territorial solidarity as is a matter of political trust and availability of alternative projects. Indeed, it is a well-known fact that economic crisis dampens trust towards political institutions. But not all institutions are equally affected. Whereas the territorial organization of the state has been a contentious issue in Spanish politics, there is a widespread consensus on the process of European integration.

As a result, even if trust in domestic and European institutions has severely dropped in Spain as a consequence of the recent events, support for the European project remains uncontested among elites and citizens alike. Neither proponents nor detractors of secession conceive a future outside of the EU, and both use the alleged odds of an independent Catalan state retaining or loosing EU membership as their key argument in the debate. By contrast, the idea of putting an end to the territorial model of the so-called “Spain of the autonomies” has always been a common aspiration of both Spanish and Catalan nationalists.

Robert Liñeira is Professor at the Universitat Autònoma de Barcelona.

Like many other administrations in Europe these days, it will have a hard time providing an adequate level of services to its citizens while it strives to help a battered economy get back on the right track. With an added handicap: it has to deal with a Spanish government that won't make either of these tasks any easier. Never mind that Catalonia is a productive society and a vital contributor to the State's finances. The central government retains control over the public purse and deals out or withholds funds mainly as a way of furthering its own political agenda. [+]

Nico Krisch (Hertie School of Governance, Berlin & IBEI, Barcelona)

Joseph Weiler’s polemic on Catalan independence has certainly stirred up debate (see the comments on the piece), which is always helpful. But as much as I admire much of Weiler’s academic work, I find this intervention heavily misguided in substance, in part because of a misunderstanding of the reasons behind the Catalan drive, in part because of a misreading of the nature of independence claims in general. I write this having spent a significant part of the last decade in Barcelona, with a growing appreciation for the concerns of Catalans and of sub-state nationalism in general, which has certainly toned down my earlier, perhaps rather naïve cosmopolitanism that had little time for nations and borders.

Weiler laments a return of Catalans to ‘an early 20th-century post-World War I mentality, when the notion that a single state could encompass more than one nationality seemed impossible’, and he finds it ‘laughable and impossible to take seriously Catalan arguments for independence’ when they have a statute of autonomy. He thinks that all Catalans could possibly complain about dates back to the Franco period and before, and that today they should leave this behind, drop talk of independence and work out their differences with the rest of Spain. But the latter is precisely what they have tried for several decades, and with limited success. Spain’s 1978 constitution is an awkward compromise, born out of a transition from dictatorship. It stops well short of establishing a federal state and, despite Spain’s enormous cultural diversity, has many centralist elements. Catalans are a structural minority in that setting – and less protected than the Basques who achieved a more favourable position in and after the constitution. While it is true that they don’t face persecution or any kind of grave human rights violations, discrimination can also take more subtle forms and result in systematic disadvantages when it comes to appointments to public office, investment in infrastructure or the distribution of resources in general. And even achievements in linguistic rights are called into question when the Spanish government can declare – as it has recently done – that it intends to ‘hispanicise’ Catalan school children.

All this does not reach the threshold for remedial secession under international law. But is international law, state-centric and state-made as it is, a good guide for our normative approach here? Probably not. Political theorists are engaged in an extensive and sophisticated debate about the grounds for secession, and not many hold as restrictive a view as international law does. In fact, quite a few support a voluntarist position, which is based on the mere choice of the relevant collectives. On liberal grounds, this is similar to the arguments for leaving divorce to the choice of each of the spouses. Political divorce is, of course, not so easy, and it always raises the question of which collective ought to decide. But there is little reason to privilege the historically often arbitrary shape of existing states and force minorities to accept the decisions of a much larger group, which will often be hostile or at least indifferent to their claims. If different demoi compete, they will indeed need to work out the situation among themselves – but on an equal footing rather than in a situation of subordination of one to another.

Weiler’s attack on a ‘regressive and outmoded nationalist ethos’ also misses the point because most of our political structure – and especially international law – is still based on nationalism. It is just the nationalism of those nations that have managed to find recognition as states. Given that structure, it is not surprising that minority nations would also aspire to the main organisational form of self-determination – statehood. Moreover, it is weird to think that it is the boundaries drawn by (Spanish, French, German, etc) nationalism that should determine the feelings of solidarity of all parts of a country. Catalans have no doubt that they owe solidarity to Europe as a whole, but they don’t see why they should owe that much more to people in Andalucia than to those in Southern France (who, geographically and probably also culturally, are closer). On what side of a border you live is often a mere accident of history, and we need a more fine-tuned instrumentarium than the binary inside/outside of a state to think seriously about obligations of solidarity.

The European Union, in fact, is a project that should allow us to do just that. As the people of Europe grow closer, the state structure in which we live loses importance – both for institutions of political representation and for structures of solidarity. This is what we mean when we say that Germans should help the South of Europe not merely out of self-interest but out of obligation. Just as solidarity in Europe no longer stops at boundaries, it does not always come in binary fashion. There are many shades of it, and there are many shades of ‘we’ in the European polity. Thinking that the Catalans only know their very own ‘we’ would seriously misunderstand the position of most of them. They feel part of a broader ‘we’, but not necessarily a Spanish one. Many would be satisfied with a significant amount of autonomy in a truly federal state, and they seek independence only because the Spanish state has frustrated efforts in this direction consistently over the years. If another status were available, they would probably be happy to take it. International law doesn’t have much on offer, but the EU might be the place to invent intermediate forms.

But until we’ve done so, we should be careful not to jump to conclusions. The Catalan drive to independence (just as similar movements elsewhere) is not some form of ‘tribalism’, as Weiler has us believe. It is a form of democratic self-government, born out of frustration with the processes of a larger entity that often enough ignore the wishes and concerns of minorities. If we are committed to some form of democratic liberalism – to a respect for the freedom of individuals to choose their own lives and to determine their political fate – we’d better take it seriously. And, just as in Scotland and potentially in Belgium, we’d better understand it as an attempt at redrawing the internal boundaries of the EU, rather than as a move away from the Union.

(Link here)

On parlait d’école “vive” », explique Roser.

Right now, however, the verdict couldn’t be harsher: between 1980 and 2012, Spain’s unemployment rate climbed to over 15% in two of every three years and to over 20% in two of every five years. No other European country has ever reported such rates. In fact, of the thirty-five countries classified by the IMF as "advanced economies", only one reported an unemployment rate of over 20%, and that only for a single year, namely, 2012: Greece.

Has Spain experienced a natural disaster? Spain’s journey to democracy was not entirely without obstacles, as the political crisis of the transition period coincided with the worst international economic crisis since World War Two, featured by oil shocks, raw material shortages and devaluation of the dollar. But Spain did have advantages: its geographic location ensured political stability, the EU gave it access to the largest market in the world and granted it the equivalent of three Marshall Plans, the growth in tourism surpassed even the most optimistic forecasts, financiers lent it astronomical sums of money and investors had sufficient confidence to locate factories there. But, just 33 years after it adopted its Constitution, Spain is an economy in ruins, incapable of offering a future to most of its young people and unable to guarantee pensions in the medium or even short term.

It is against this background that Felipe González and José María Aznar recently resurfaced to issue advice to their successors, one on the occasion of an anniversary and the other on the occasion of the publication of a book.

“González taught young people to be lazy,” a retired farmer from Extremadura once commented to me. He was referring to payments under the Rural Employment Plan (PER in Spanish), but could well have been referring to the worker compensation packages and early retirement and disability schemes, all introduced during industrial restructuring, or unemployment benefit legislation that offered no incentives to work.

Felipe González undoubtedly had some successes, but he is to some degree responsible for the current situation. For one thing, he inaugurated public spending on a vast scale with the lavish projects of 1992, namely, the Olympic Games in Barcelona, the Expo in Seville and Madrid as Capital of Culture; he also embarked on an infrastructure policy – commencing with the high-speed Madrid-Seville train connection – that was off-target in terms of priorities.

Aznar compounded the impact of these policies by fuelling a housing bubble that eventually devoured us. At the end of Aznar’s first term, the economy was relatively stable, with an unemployment rate that was beginning to look decent (10.6%), modest inflation and external and fiscal balances under control. The accelerator was pressed to the floor, however, by a base electricity price kept below production cost, public debt and a frenzied public works policy that included renovation of all Spain’s main airports and the construction of one of the world’s biggest high-speed rail networks. And to feed the euphoria, he allowed two million immigrants to enter Spain, two thirds of them through Madrid-Barajas airport.

The Second Restoration may have been characterized by massive public works, yet curiously, all the governments (without exception) avoided implementing a coherent logistical policy that would connect Spain’s most dynamic export zone with its markets. In these pages some days ago, Josep Parcerisa referred to the Alicante-Almeria railway bottleneck in Lorca, the still unfinished Tarragona-Vandellòs line and the fact that central and regional PSOE and PP governments have sabotaged the Mediterranean goods axis, as designed and supported by the EU, rendering it subsidiary to a central axis that defies logic. Political suicide.

It seems that the Mediterranean Motorway – the only major work of the Franco era that does not follow the radial layout – originated in a World Bank report published in 1961, when Franco’s government had to beg for foreign aid. Now, as then, the recommendation to logically design Spain’s infrastructure comes from abroad: in mentioning Spanish plans, Siim Kallas, the European Commissioner for Transport, pointed to the need to ensure that “connections come from somewhere and go to somewhere.”

Current Spanish leaders will need great humility to deal with the repercussions of the acts of their predecessors, who should, at the very least, keep their mouths shut.

Salutations cordiales,

Eugeni Casanova
Col•lectiu Emma

Publicat al bloc del Col.lectiu Emma

We recommend the article "Catalonia independence for business lights is best economic option all round" by Jon Henley published on The Guardian.

Some excerpts:

(...) Over the past 10 years, the businessmen claim, Catalonia has paid nearly twice as much into Spanish coffers as the EU. "It's not that we don't want to contribute," says Canadell. "But we don't want to contribute to a model that doesn't work, and that is counter-productive to our model."

The Catalan economy, says De Porrate, is "compressed – cramped by the fiscal deficit with Spain, the lack of infrastructure, the fact that everything Madrid spends is invested politically, like bailing out Bankia, rather than economically. Profitability is not a word Madrid understands."

(...) Perhaps more controversially, the group believes independence would be good not only for Catalonia but, longer term, for Spain and for the EU. "As soon as Spain doesn't have the Catalonian powerhouse, it will have to change," says De Porrete. "It will have to set about serious reforms, become efficient, think about productivity and profitability. You can't build an economy on tourism and the construction sector."

And a more efficient and competitive Spain, they continue, is clearly good for Europe and the euro. "An independent Catalonia is a huge opportunity, for Catalonia of course, but also for Spain, for Europe – for London," says Cabanas.

Spain could learn a lot from the UK

It’s a fair bet that Alex Salmond, a man who believes in Celtic tigers and the Arc of Prosperity, believes in Father Christmas too. The Scottish First Minister’s letter to Santa this weekend could be short and heartfelt. “Dear Mr Claus, Please send me the Government of Spain to handle my bid for Scottish independence. I’m getting desperate. Love, Alex XXX” We British run down our politics and politicians, but take some seasonal cheer from a worse mess. Come here to Catalonia to see in all its horror the horlicks our European partners can make of democracy.

(…) Madrid has begun a hot-headed bout of sabre-rattling. Central government wants to end Catalan’s status as the medium of instruction in schools — and demands that the language be ranked behind English in the curriculum. This is insulting, and meant to be.

And the latest insult is outlandish: Madrid is threatening that if devolved authorities do not agree to nationally directed spending cuts, autonomy could be abolished. “Devolution was created to solve the Basque and Catalan problem,” says an unnamed senior PP official, “but those problems are actually getting worse and the cost of all this is no longer affordable.”

(…) Barking at Catalans that the army’s ready, their Parliament may be abolished, and anyway the EUwill kick them out, can only make things worse. Catalonia will have its referendum, whatever Madrid commands; and though it could just be within Madrid’s power to scare and harry so that enough Catalans lose their nerve for the “no” vote to gain the edge, this would be no way to bring unity.
